HUD tried this in the 60s and found that, basically, it didn't work for all the reasons that you cite. I think home ownership is a great thing -- pride in community can really uplift people. But that's just one little step.

Not only are the people in the projects in the first place because of the same system that wants to move them out now, but also that same system built those projects to cure what is essentially the same problem. So this seems like a band aid on top of a band aid.
