Granted, these sanctions center around incidents in 1997. I tend to think that the shady dealings started before that under Carmen Policy, who was there from 1991-1999. I find it hard to believe that he started cheating at the end of his run while being honest the rest of the time. These allegations are the ones that they could prove at the time.
