Because of the filibuster, the republicans did very little when they were in power. The only major legislation was the tax cuts. And the went through budget reconciliation for that, so the filibuster was irrelevant.
But that is kind of the point though. They don't really need or want to pass new legislation. New laws are the antithesis of the Republican party. New legislation means progress. So the filibuster works in their favor whether they are in power or not.
So I don't think the argument that Democrats should eliminate the filibuster because Republicans will do it anyway holds any water. They had the opportunity and chose not to.
