Alot of drivers here are immigrants who moved here as adults and bring their home driving cultures with them.
My neighborhood is largely Eastern European and Central Asian (alot of the former Soviet Republics and -Stan countries.) That's basically 2nd and 3rd World.
Those countries don't have driving cultures that emphasize everyone learning rules of the road and following them. So without those rules, people resort to horn honking to communicate things. Plus, I find these people largely don't trust other drivers to do the right thing, which leads to more horn honking.
Like you said, the way I grew up, horn honking, outside of averting danger, is as act of aggression. I've probably honked my horn maybe 25 times in the 20 years I've been driving, and most of those have been in the last 7 or 8 years of living here.

Worst road rage story I have is some rich douche in Connecticut tailgating me down the Merritt in his Porche. I'd change lanes, he'd change lanes. Right off my bumper. though it was more about our relationship with the speed limit, particularly in residential areas. Curious if people pay attention at all, just go as fast as they think they can, try to stay w/in ten mph of the limit or what. I've been passed repeatedly, and given the finger or yelled at occasionally, while going the speed limit on my street. Limit is 25 with a double yellow line and speed bumps (though not in my block), there's a 'no passing' sign, and multiple schools, day cares and churches along with about sixty houses just on our street and hundreds more in the adjoining neighborhoods.
I've talked to people about it and the general response is 'it's hard to drive 25.' Which is kinda weird to me because it's not actually hard at all.
We've asked the police to, you know, do some policing but they don't give a shit.
As far as road rage I am guilty of getting pissed at people who ride my ass or pass me in those situations. I also get pissed at people who run red lights, turn right on red at 'no turn on red' intersections, don't wait their turn at 3- and 4-way stop sign intersections, etc. I don't honk frequently but will do so if it creates a dangerous situation.

I think there's a fair amount of psychology in it too, where people THINK they're doing one thing, but actually DOING another... I've had conversations with people where they bitch about the speeders, but then I see them on the road and they're doing 40 but have no idea.

I agree with you here. I was mainly thinking of arterial streets earlier. I hate to see people speeding down streets lined with houses, or a school, playground or city park. I ride fairly assertively, but I slow down a lot on back streets (Philly here). Kids can and will dart into the street, so we always gotta be ready to stop.

no, the finger once or twice, passed a handful of times.
Every time I drive by a speed clock (there's one on one of our side streets now), I'm holding tight at 25 on the clock and speedometer.
In genneral, I can live with people going 30 or even 35, but according to the cops the average speed on our street is 35 - which means that a pretty good number of people are going WAY faster than that.

Crazy how folks look at "speeders" as if they are the problem while at the same time they are playing with their cell phones in a 3,000lb+ steel car rolling down the street at 35+ mph.
From my observations, most aggressive drivers are really people that are paying attention to driving and doing it with a purpose, and the main reason they stand out is because most of the other drivers are fucking around in their cars.

....on a Sunday stroll. While I don't honk at slow drivers, I can understand why one would do so. Unreasonably slow drivers are annoying. Especially when they are on the far left lane. That or on a double lane where both of the lead drivers are slow and driving neck and neck, therefore their lack of consideration means that anyone who drives with a sense of purpose is stuck behind these bastards for a certain amount of time.
I had a dude drive way under the speed limit of a back road (which already has a low speed limit) in front of me one night. I got so annoyed at that slug that I threw on my high beams until he started throwing his hand up in a 'come on, man! Are you serious?!' fashion. I stayed on him until he pulled over to the side so that I could go past him.
I will honk at inconsiderate bastards that cut me off, doofballs that just pull in front of me without giving me a signal that they need to get in the lane, morons that pull out of parking lots at the last minute, etc.
Call it road rage all you want but screw every driver that acts like a jackass on the road....especially über slow drivers. Since 1976
