You could say that before the rule and after there has been a jump in black coaches (over threefold) but in reality the rule has not really helped anyone.
The progress of black coaches has been a combination of merit and an evolving environment within the broader old boys' club. It has been too slow but when you've got a league that has been at least two thirds black for a long time, of course more and more coaches will be black since many are former players.
Tomlin was not a Rooney rule hire. They had already interviewed Ron Rivera and yes that counts (it is a minority candidate, not specifically a black one). The Steelers play for keeps man, they want a coach that will stay 20 or 30 years. They were not going to be swayed, Tomlin was the guy they locked onto, they were very eager to interview him.
