Jonathan Pryce kills it, and Adrianne Palicki actually shows pluck for a character written primarily to dress seductively (which makes the girl-power theme very odd)...
... but the characters aren't developed, the action is weakly shot, and, worst of all, there really isn't a "hero" to root for.
In Olympus Has Fallen, our hero has a personal fall and there's a large need for redemption. Here, nothing changes for The Rock. Sure, he loses a friend, but you don't get nearly enough build to feel it. Where is The Rock's redemption? My heroes need, with very few exceptions, redemption.
