This is a fundamental misuse of lineups. The police should not take any steps to doctor any individual in a lineup because they are a prime suspect.
Put them all in red caps if they said he was wearing a red cap. Dont just put the prime suspect in a red cap.
If no one noticed facial tattoos in a robbery. You put him in a lineup as is and see if they a.) Dont notice again or b.) are triggered into remembering.
Remember doctoring the folks image might have the opposite effect of making them not pick the prime suspect because now you have changed their image.
Cops are investigators. Finders of facts. It's not there job to manipulate facts to point to who they think did it.
