This might be reminiscent of Bill Clinton's case, but in general...when you count your number of partners, do you include those where oral sex was given? Does it even matter if it was mutual, versus just one of you all doing it?

But I've probably got head from 10-12 and didn't have sex after. I could have taken it there probably 8-9 times, but didn't want to for various reasons. It's some that I knew wouldn't be able to handle us just having sex, since we weren't together...and in general, after I cum from sex, I can sleep very very well.
Also, some chicks think head is just "fun" and not intimate as sex, while some think opposite. I've had sex with plenty who weren't willing to give head too, especially in college.

Yes, that's what it means. Why's that a problem? I don't get to change the meaning of sex if I decide I only wanna perform oral or masturbation. It doesn't work differently for other people.
Remember if nothing was penetrated then it doesn't count. Oral sex is playing Gran Turismo versus driving a real car. If the ignition does not start and the car does not physically move then you didn't drive.
