In other words offer a creditor that you will pay something off if they agree to remove the negative reporting item. Some will, some won't.
When it comes to collections you can negotiate how much you will pay to have them remove it as an active collection, but if you pay less than the full balance it will be still reported as a closed collection account that was paid off for less than the balance.
You can also dispute anything on your report, legitimate or not directly with the three credit bureaus. The creditor has 30 days to prove that the account is legit, and if they don't then the bureaus will remove it. Some collection agencies are slow with responses to disputes so they will miss the boat, and it gets taken off of your credit. Worth trying.

It shouldn't be used at all, same for criminal background checks (though I can see a handful of exceptions for that one).

Someone with shitty judgement and money skills can have excellent credit if they have someone willing to bail them out. Someone else may just have had a rough period financially. I know I had to explain some credit issues during a background check for my last job. It was humiliating.
