It’s about understanding what type of retribution is needed, and there are situations where being sentenced to prison or jail is not the correct form or retribution. And in Winslow’s case it isn’t.
He should be sentenced to a mental institution or mental facility, where he can receive proper treatment to combat his mental illness. He can serve his time under the care of a mental doctors. The focal point of punishment is to rehabilitate a human being in order for them to exist in society, where they are not a threat to others or to themselves.
For years, his abnormal/strange behavior went unchecked by his family, friends and employers, and it ballooned into the perverted, abusive person that he is now. Since he was an excellent football player and making money for others, his illness was glossed over as weirdness or just being an odd person. Also, it’s possible that the violent nature of the sport contributed to his behavior, as well as growing up in an abusive household.
Schizophrenia, bipolar, ptsd, personality disorders, etc, are all forms of a mental imbalance, that leads to abnormal, and often violent behavior. That is a medical condition that needs to be treated, and simply throwing someone in jail does not treat the condition, which is why individuals with mental conditions who are released from prison are often repeat offenders.
