The most you can do to "tank" is to play your young players instead of playing your "best" players. Other than Tayshawn still starting, they are pretty much doing that...it didn't make sense at the beginning of the year when BK wasn't starting. Besides changing the lineup, you can't do anything else to "tank"...you can't expect the guys out there playing to not try as hard.
It's just that at this point, the young guys ARE the best players on the team. And whenever that's the case, it's good to let them play their best and develop...makes more sense to get a season of good chemistry and development going than to tank just to get a better chance in the lottery at the top pick. It would be different if there was no lottery and the worse record automatically got the fist pick in the draft. Besides that top pick, there isn't anyone worth tanking for.

There should be a number of factors that come into consideration IMO.
You should look a their history of the past 20 to 30 years or from the time they entered the league if they're a recent expansion team.
1) Do they have a tradition of winning? Have they, in the above period, shown some sustained success?
2) What are their attendance figures like? Do they have a strong season ticket base?
3) Are they in a large media market or small media market? A larger media market should get more consideration for sticking around.
If the above factors do not favor your team, you should be contracted. I think the following teams are prime candidates based on the above.
Bucks Raptors Hornets Bobcats Timberwolves Kings (Before they were moved.)
The Pistons do not fall into that category. The last four years have been bad, but they had 5 straight runs to the ECF, two Finals, and one chip. And that's just the past 10 years. Prior to that was the Bad Boys with two chips and battles with the Lakers, Celtics and Bulls. Not to mention they have led the league in attendance many times over.
I'm all for contraction. Getting rid of 5 or 6 teams would result in a much, much stronger NBA. The talent pool would not be as diluted as it is now and the league would be much more competitive.

The two arguments for contraction:
One is that it would be good for the game, less diluted talent, blah blah blah. That would be the argument of the bigger market, generally uninformed, uneducated fan. Not that you are fundamentally wrong, just that you are simple.
The other argument is firmly rooted in the reality of what the NBA actually is: a business. It does NOT exist to placate you, Joe Hoops Fan, and your thirst for "more competitive basketball." It exists to make money, and teams in small markets can and do earn a profit when they are run well. Contraction makes little to no sense with this argument.
The Sixers are in a top 5 media market and are a bottom five team in attendance most years, even as a playoff team. You know that? The Pistons are basically the same. They should be at the top of the list under any rational contraction plan, right? Fuck history, aint got shit to do with MAKING MONEY. You guys kill me sometimes.
In any case, contraction if it ever happens, will be ONE team maximum. But in all likelihood it won't ever happen because it would cost the league at least half a billion to contract ONE team. Cmon. The Hornets JUST sold for $330 million. Do you guys even think this shit through?
