On Dec. 16 2007 around 9:30am monday morning when defendant Mr. Willis homeless resident of Dallas County was walking along Ervay Drop a 25 cent Little Debbie wrapper on the ground. When two Dallas Police officer approached Mr. Willis. First contact from the passenger seat of squad car the black officer shepard scream out the window and said pick up that paper. Mr. Willis claims he didn't hear the officer and didn't know if he was talking to him or not because there was other people in the immediate area. So Mr. Willis kept walking and then the squad car pulled up in front of him Officer Shepard jumped out the squad car and yelled are you sure you want to do this the hard way. Then Mr. Willis took a defense fighting stands to protect himself becuase he states; "I felt my life was in danger!" After he put his hands up and was sprayed with pepper spray twice and he couldn't see and ran into an open field confused from not being able to see Mr. Willis stated he kept his hands up to feel around like a blind man. Then officer shepard with no compassion stiked Mr. Willis on the knee losing his balance he failed forward into Officer Shepard. Mr. Willis at this point didn't know what to think all for a piece of paper he was being beaten. So Mr. Willis grab the officer tight with both hands hiding his face in the officer chest. Then the other officer jumped on Mr. Willis back he leant forward and lock his hands on the other officers arm and a half minute later Mr. willis was on the bottom of seven to nine police office he sustain a busted lip from after being hand cuffed both arms and legs. The officers scream insults and twisted his angle and jabbing thier finger in his neck talking about we should have shot him. was all this force necessary and not one of them ever told Mr. Willis he was under arrest until he was lock up. the question is can peace officers use deadly force on an un arm man?
