"Name an artist who could really use a good strong Producer/EP"
And when I say good a strong Producer/EP, I mean an artist who is super talented but needs someone to tell them "this song is trash, you should try again" or "your album is 4 songs too long" or any of the other hard to hear feedback that super talented artist need to hear from time to time.
I'll start with Nas.

For someone who i consider one of my favorite rappers ever, i can't think of a solo project/mixtape he's put out that i would consider GREAT (the closest is maybe the champ is back mixtape) and i know he's possible of putting one out.

I just don't know if he would ever sack up and do it.
Give me Nottz and DJ Scratch for the bulk of the album, and maybe a track each from Skateboard P, a fire, unreleased Dilla, and a long awaited PRhyme-level Preemo track and success
Maybe an Extra P track if I'm being greedy...

...but after having so much trouble with WEA & Sony over releasing these songs for free even though it was songs that were paid for by the label and Busta has already re-cooped the money and he now owns all the unreleased songs he has recorded for both labels, and the old manager for Ma Dukes trying to get royalty money from Busta, he said he decided to just not do a second "Dillagence" to avoid anymore legal hassle.
And when people asked him to make new songs over some J-Dilla beats, he said it isn't anymore undiscovered beats to rhyme to that he wants to rhyme to; personally I wouldn't mind hearing Busta Rhymes over some Dj Spinna, Nottz, & Kev Brown beats, him and Scratch did do an entire album together "I Bullshit You Not" ( https://www.datpiff.com/Busta-Rhymes-I-Bullshit-You-Not-mixtape.44608.html ) but it wasn't as good as I thought it would sound but it's worth listening to.

that's frustrating as hell to me especially how he keeps rapping over all this shiny shit on each project

I know he's been burned by doing the grand albums....but I'd bet if he locked in with a rapper (like Game,Freeway, hell even Young Chris) for like a week like the old 9th Wonder albums were that shit would be great.
Then just drop it without all the label bullshit or the artist disappearing off the face of the earth.
prior to 88 I would say no but 90's and 00's Prince could have used some help at trimming crap off albums, releasing an album every other year would have helped I think, no bloated triple albums, just put out the best songs and he could have maybe had a few more classics.

I use to say 15 but I think he would have been to big of a fan to stop him at this point.
I wish the neptunes got to hang out at paisley park for like a month and got to go through his vault and Prince would take some direction from them in the studio.
Prince's discography was almost complete EXCEPT he was due a Santana like come back album produced by some producers with ears for the radio.

He has some amazing records. Radio, Bigger and Deffer, Mama Said Knock You Out, even Mr. Smith and Phenomenon were great.
But he has some real duds mixed in there, especially after Phenomenon.
It's odd because he's probably going to be remembered more as an actor than as a very, very important figure in the legitimization of hip hop. But he hasn't made a hit record in 20 years. It's hard to be considered great in a field if you aren't making great music.
There doesn't seem to be a comp for him. Maybe Snoop? But his early career wasn't as consistently great as LL's even though Snoop usually bubbles up with a hot single every four to five years.
Mr. Smith seemed to be the last time he worked primarily with one producer, it also was one of his better records. You'd think one hot producer would have been in his ear to convince LL to make an album with him.
For years I've never really liked any of his albums, they were always full of crappy ass production or songs that just wasn't lyrically that good to begin with.
When the "God Son" & "Black Album" accappellas caused bootleg remix albums craze, I came up with an idea that many overlooked was to take all of Em's 12" singles which all contained accapellas on them and make a remix album but I never did so but I also never told anyone that maybe they could really get noticed if they did it cause Em still didn't have a greatest hits out either; I'm still surprised nobody has thought of this yet?
Eminem would sound dope over the right production, I say on every one of his albums it's always that one dope song but it's hard to even get three to five good songs off each one of his albums that I would even want to bump in the car though.
