B.o.B. originally signed to Julie Greenwald and Atlantic through Jim Jonsin's company.
Atlantic asked T.I. to take him on ala Game and G-Unit, because at that time, he was Atlantic's golden boy. I believe they were also having some issues with B.o.B. and thought T.I. could be a good executive producer.
By all accounts, Tip isn't super involved in B.o.B.'s career like that though, in terms of new artists and such.
