I think he is referring to the tight space generally thought of when you think of Bronx housing in the 60's and 70's. The catscan referencing over-crowding, tight living qtrs, etc.

I think this is another direct reference to his often declared non-use of weed and other substances. Not sure if your quote is exactly verbatim, but even still, i think its a loose way of saying "I don't smoke cuz I am responsibly heading a family."
