At first glance, yes, but he twists it at 1:12 by arguing that if a women can abort/abandon her kid lethally, then a man should also be able to abandon his kid by choosing not to pay child support if the baby is born.
He twists it AGAIN at the end by asking the audience to reflect: "If I'm wrong, then perhaps WE'RE wrong… figure that shit our for yourselves."
He is likening child abandonment to abortion. Both sides are in the wrong according to Chappelle.

Per Chappelle's bit, abortion should be a women's choice. men should zip it on the issue. The 'bargaining' coming into play is in regards to a mother CHOOSING to have a baby.

Trying to tie that basic human right to the issue of child support, and saying stuff "my money, my choice" makes him sound like a run of the mill MRA that doesn't quite understand that "not having to pay for shit" isn't a human right.

If you actually wanted to have a child and they decide to terminate the pregnancy (a right that needs to be protected) there's not really much you can do about it besides be mad and stop associating with that person/go make another baby with someone else who actually wants one.
If you don't want a child and they decide to give birth/not give up the child for adoption (whether due to their own choice or familial pressure), welp you fucked up and have to come up off that money/time for at least 18 years
