Glum's is more of a delusion, that his base and political machine might still back his political ambitions after all the mess he's made. Plus that machine probably set him up to fail, which he's apparently completely blind to.
Juicy likely just doubled up on that narcotic, or quit his antipsychotic medications, after walking out of jail early & titling himself Pac.
