When it comes to east coast or should I say north-east hip-hop in the late 90's, most of the rappers took rap seriously and was kind of getting tired of how "not so seriously" others who was getting rich off of it was handling it (aka the shiny suit era, the let's smoke and have fun era, the let's hang out at the strip club all day era).
Some always put some comedy into their music like Biz Markie, Redman, Kool Keith, Nice 'N Smooth, Cypress Hill, Beatnuts, Snoop Dogg, House Of Pain, Lords Of The Underground, Busta Rhymes, Eminem, Alkaholiks, etc. so I won't say that the southern rappers brought comedy back to rap but I will say they weren't serious about being rappers as they were about making club music.
Also some of the rappers you listed were claiming to be "kings of the south", such as Ludacris, Trick Daddy, Chamillionaire, & Lil Jon, but who actually took any of them serious other than T.I. who wasn't a comedic rapper.
