He blew up the block but it's not clear why he did it... and terrorism is considered violence (or the threat of violence) that is meant to have some sort of social or political goal.
On the other hand, what Dylan Roof did was clearly terrorism and should have been called out from the instance they understood he was motivated by white supremacy and trying to incite a race war.
It seems like, in this instance, the police don't really know what's going on so its reasonable to not call it terrorism, yet. But I'm sure terrorism would be at least talked about if he were Muslim.
