It wasn't perfect or even often that good, but they cared about science and public health.
Good thing we won the Cold War and then spent billions propping up Yeltsin to try and make Russia in our image. An impressive bi-partisan fuckup that made the world objectively worse and has been blowing up in our face ever since.
