There’s no mistaking the elaborate tattoos that cover Tyrone Lamont Allen’s forehead and right cheek.
But when Portland police suspected Allen was involved in four bank and credit union heists, and none of the tellers reported seeing tattoos on the face of the man who robbed them, police digitally altered Allen’s mugshot.
They covered up every one of his tattoos using Photoshop.
“I basically painted over the tattoos,’’ police forensic criminalist Mark Weber testified. “Almost like applying electronic makeup.’’

Legality? I don't know.
But if the tattoos were mostly covered up with a hat during the crimes, putting the suspect out there full of visible face tats would be distracting. The witnesses would immediately rule him out. Not because it doesn't look like him, but because face tattoos are a very distinctive feature that they never saw during the robbery.
I would hope that there is more evidence than a couple of people picking him out of a lineup though

They did that because they were aware that none of the tellers described tattoos. They took a step to increase the likelihood that he would be picked in the lineup. That alone should be disqualifying.
It would be the same if all the tellers described a red baseball cap and they made him, and only him, where a red baseball cap in the lineup.
Lineups are too f'd all ready that we need to stop cops from doing anything to help single out anyone suspect. It goes against everything lineups are suppose to be about.

I can see the problematic side which looks to be playing out here.
But also in a "fantasy" non-corrupt system, I can see why this would be something to do. If we have reason to believe that he is a prime suspect, I would want to present him in the state that he appeared at the time of the incident.
I'm against line ups to begin with. There's like 4 people in that line up that I would easily confused even if I had a ten minute convo with. Again, why I said I hope there is more evidence besides people picking him out.

This is a fundamental misuse of lineups. The police should not take any steps to doctor any individual in a lineup because they are a prime suspect.
Put them all in red caps if they said he was wearing a red cap. Dont just put the prime suspect in a red cap.
If no one noticed facial tattoos in a robbery. You put him in a lineup as is and see if they a.) Dont notice again or b.) are triggered into remembering.
Remember doctoring the folks image might have the opposite effect of making them not pick the prime suspect because now you have changed their image.
Cops are investigators. Finders of facts. It's not there job to manipulate facts to point to who they think did it.
