I mean, that's how passive aggressive language works right? It's meaning is clear to you, but there's enough weasel built into the actual words (I mean, you will be "off" of work for an amount of "time") that you can't actually object without seeming irrational. And the person saying it always has plausible deniability, even though they could have chosen one of dozens of value-neutral ways of discussing it. Like "Atillah Moor will be out" or, honestly, "Atillah Moor has jury duty" so everybody knows you're meeting a civic duty and legal obligation.

Guilt-based office politics are way more destructive than people realize. I don't even know you and I hate this for you.

to show up at court and go through all that. it's not like you're spending the day doing stuff you want to do for yourself.

to anybody responsible for managing your work or working on projects that require your input, it's "time off" because you're not in the building and they gotta manage things without you for that time.

if you're working for me or with me, i don't really care why you're not here. you're either there or you're not and business gotta be handled. the why don't matter that much...

regular Paid Time Off balance. You have a specific amount of days allocated for vacation, floating holiday, planned sick time, unplanned sick time, and volunteer time (they pay us to take 3 days per year off of work to do any kind of volunteer work in the community.)

Jury duty and bereavement are also considered paid time off, but there’s no specific number of days allocated. You could be on jury duty for weeks for example, but all of that would still be time paid by the company so you aren’t missing out on income. Same thing with bereavement - if you had multiple family members die in a year you still get that bereavement time (I think there actually is a set number of days per death).
