Document the incident (who, what, when, where, how).

Send HR an email with the particulars. State that you're not offended and don't intend to pursue it but you want it on record in case anything jumps off.

As a happily married man, let her (the interested party) know that you're flattered but the wife would kill you if you didn't share so you're going to have to take a hard pass (if she is receptive to the idea of you, her and wifey, let her know you were just joking...lol amazing you have to do this now-a-days).

Any interaction after that, try to make sure 3rd parties are present and document anything that crosses professional lines (especially if you're alone with her). Whatever you document, send a cc to HR. Things get outta hand, you're covered. She won't take no for answer, you'd have a clear cut path to a harassment claim.

Yeah, even if you don't file a claim (and express that if you don't want to), them being aware helps if say she reverses it all because she gets embarrassed by your rejection and files a claim against you.

Also tell HR of your intention to decline and inform them of when and how you did it. The more details, the better. Account for witnesses if there are any. Less your word vs her word is better if possible.

Hopefully, she takes to polite 'no' and things don't get weird or out of hand afterward.

I gave him the 'employee perspective' advice. If this happened in my company, what I told him to do would protect him against any future crazy that might go down. And the more robust his evidence, the stronger his case in such a sitch. As a lawyer, you should appreciate this.

Plus, now Tom has a paper trail of his reporting things should his company fail to act, upon which he can sue if so.

A company's perspective on this is different. We'd document his info along with our own memos and if necessary, follow up and evaluate it on it's merits. If she doesn't back off, they can fire her for cause and have preemptive proof that she engaged in harassment. That protects the company more than anything so Tom won't file harassment/discrimination cases against the employer for negligent action on his potential claim (see Fox news).

I agree, HR is there to protect the company firstly but things like harassment claims/investigations are cut and dry with confirmed evidence.
