This is how he operates a business:
1)He tries to bully and fuck the other party over for his own benefit. Often this works because the other party is also a shit bag businessman, or a honest businessman with unequal power that can be forced into what Donald wants.
2)He fails miserably and has someone else (the federal government) bail him out - either with a deal - or by suing bankruptcy laws, or legal maneuvering.
He's never been in an actual situation that has real consequences for him.
And as long as he and his immediately family are safe he doesn't give a FUCK about anyone else.

He gets notifications on his old ass Galaxy S3 that tell him the rating every hour.
He's assuming that his fan base will carry his approval rating higher than it has been in the past. Bomb Syria then pivot to avoid Russia questions in hopes of generating positive press.
What happens if his his approval rating reaches 10 percent?

It's the first time that he's acted in a way that pleases his opponents and angers his base. Which I think lends itself to your theory that this is all about approval ratings....but it would seem he's trading in his base for moderate/democratic approval.
