"Would a black based propaganda campaign have a positive effect?"
Specifically aimed at combating issues pertinent to the community? I'm thinking like old school Bauhaus style posters with sharp contrast and simple direct messaging. Similar to the Russian approach.
Of course once you got the messaging out you would need to provide some sort structure to help direct folks in the direction you'd like to see them go.

but yeah, I think if it was slick enough with an app and webpage and you got some entertainers on board it could work.
as long as you accept that it's not about changing everyone's mind I definitely think it would work.
