The premise is that a teacher's appearance may serve as a distraction for children and prevent them from learning efficiently.

There are more 'distractions' than wide hips. A teacher may have been in a fire and have skin grafts on their face. Or they might be extremely obese. Or they might have drawfism or whatever it's called. The point is....it's up to the teacher to rein in any distraction their appearance may cause. This teacher seems to have excelled in her job (she got a reward) so it's safe to assume she has successfully dealt with any distraction caused by her hips/body type.
