"What would you do if you owned an entire neighborhood?"
In a backwoods rural area like central Georgia, Lower Alabama or the west side of Mississippi.
I'm talking city has about 15,000 residents but no industry really.
But in the city you owned 150 house lots (about 20 acres of undeveloped land) on the edge of the city limits. Inside the limits so you have to abide by zoning laws.
What would you do? Start one of them all black communities like they have all Jewish in PA with their own police force. Or the same situation with all Muslims in michigan?
Isn't there a video game I can play around with and do this sort of thing?

I'd start with that. There's sim city but any kind of simulator that can account for things like white flight or community violence is probably something only the government has access to.
