Personally, I automatically default to "racist" if I have to try and figure some shit out.
Real talk tho, some rap does sound like shit, so dude might have just been speaking off the top. The problem is that so many other folks use coded language that people with no ill intentions get mixed in with them.

I wouldn't necessarily say the statement means they're racist. It's the sort of thing my dad used say in the mid 90's when I was bumping Wu Tang in the car (and we're both black)..
However, often criticisms of rap do come with barely concealed racial undertones.. I read a comment on one forum about Kanye that referred to him as "a black thug who only talks about guns and violence". now whatever one feels about Kanye, guns and violence aren't his main topic!
So I think that sometimes the hatred of black people/black art/expression serves as an outlet for racists to throw some hatred.

i wouldn't think it was racist but i would classify it as offensive because it is usually associated with a certain race or group of people and it would be understandable if someone was offended by it but calling them racist is too much imo
