^ that's a serious question. i don't know much about the history of FLOTUS. she's easily my fave of all those i've known in my lifetime.
and now i'm remembering stuff i learned about Eleanor Roosevelt and the awesome work she did as FLOTUS - especially during WWII. and i think i wanna give her the GFLOTUSOAL title.
based on my limited info i think i'm ranking them like
1. Eleanor Roosevelt 2. Michelle Obama ..and then the rest of them.
but i'm open to adjusting my rankings based on new info. i don't know much and didn't bother to even Google b4 i posted this.

she did multiple solo speaking tours in the South pushing the Civil Rights Act of 1964. I gotta believe that took an awful lot of character and courage at that time.
before Lady Bird not much was expected of the first lady aside from a pretty face. I realize Roosevelt defied that expectation, but Lady Bird really was instrumental in changing the expectation.

Lady Bird was the first to do one. She was the also the first to have her own press secretary, staff, liason to Congress, etc. Also, she may have been the first to hit the Presidential Campaign Trail with her husband.
She basically created the template that Hillary and Michelle have followed.

Hillarycare. Healthcare was what Bill Clinton campaigned heavily on, and it was Hillary who took the lead on selling it to the public and trying to push it through congress.
The legislation ended up failing, but I don't think there has ever been a 1st lady that deeply involved in the process
