Like I heard the cop say it and the joke is clear that he considers Negrotown to be jail but even broader than that that might have been the joke all along.

It was an old-African-American dream of things being cool that's been in old movies from the 30's and I'm sure in various other examples.

The cop saying it was the jail at the end was a harsh reality thing...but all that colorful dancing and singing of the fantasy was just age-old Black escapist fantasy.

every lyric was a condescending commentary on the things that are accepted in jail culture but shunned in white culture, and the opposite.

It was especially poignant that the women were saying they were going to find the strong black men

strong black men - physically strong prison inmates
that white women wont steal - white women rarely want a black ex prison inmate.

I'm positing a bit, but shit is all there.

Black women marrying black men. Having good ass credit was part of it too, I think. All that got nothing to do with jail.

Why would he *want* to go to Negrotown if Negrotown was jail?

It's just straight up escapist black people fantasy. Which is what made the cop's 'reality' about jail at the end the punchline.

This is the white supremacist view that black ppl are happier sans freedom, and that they do better.

The final scene is the juxtaposition of that white fantasy against our black reality.

when "Wally" came up and said "I'll take it from here!"...the officer knew exactly where he was being taken.

It was just a big metaphor/double entendre...every small detail in Negrotown doesn't have to be it's own metaphor for something in the prison system.

I didn't perceive it as the prison system either though perhaps it was deeper than I thought.. Seemed more like straight forward satire on the current state of affairs in the U.S. Or perhaps it was meant to be taken on two different levels. Though the cops comment at the end makes me wonder if it was about prison in a broader context.. Hmmm
