This will raise his profile, help him acquire exorbitant speaking fees, and give him material for a book. It's a money-grab move and not a realistic attempt to vie for the presidency.
Why do I say that? Thus far, a lot of empty rhetoric such as "God is not done with us yet, I believe in YOU" - but no specific policy articulations or clearly stated theories/political ideas.

Maybe he's slightly hoping that some scandal or trouble will befall the guys ahead of him. But I do't really think he has a shot against them, straight up.
