He doesn't trust the measurement of our universe because of time dilation. Which means, that as the light passes billions of galaxies and objects in the cosmos, their gravity bends the light and affects it's passage across the universe, therefore, producing an inaccurate measurement.

hes saying the speed of light cant be measured because time is not constant


I believe what they are trying to tell him is that we used the speed of light to determine time dilation, not the other way around
