The operator surely would have better training than that. If he can't understand that victims and bystanders won't always be as cool as him in these situations he needs to find another job.

He needs to get the facts out of the caller as quickly as possible. To do that, he needs to calm the caller down. That's why it is more of a poor choice of words. because telling someone to stop whining doesn't really help to calm anybody down.
