maybe being a cop shouldn't just be a career for everybody...
you'd have large numbers of qualified young people serving their community for maybe a span of two years, then there'd a be a reintegration process, live like a citizen for a while
Maybe based on your past performance, you're eligible to sign back up for another tour, and so on and so forth... depending on your success, you could move up in the hierarchy or have fond memories of fighting crime.
Perhaps that way, passionate, successful, and morally motivated individuals protect our streets and our people.

like a quasi national guard they'd have better training better weaponry maybe the criminals would be more fearful of the police force too which would deter crime
i dont care about most "crime" like selling weed or writing bad checks

how do you counter the thought that people think of themselves as lifetime officers of the law? i like your idea but then it would be doing direct battle with culture and culture is a bit of a tough thing to challenge

you'd have no viable candidates (which maybe isn't a bad thing). Routine psych evals, therapy sessions,better training, higher standards, and better pay and rewards for outstanding achievement would probably be more effective.
