Lots of character development, especially by Byrne and Waid.

Given much of the appeal of Joker as a character is that he doesn't "develop". His motivations and history don't really matter. But Doom motivations and history are what make him such a great character.

"The Book of Doom" by Ed Brubaker. This one comes after the Byrne/Waid stuff, but it's a re-telling of Doom's origin, through his own eyes.

Picking trades for Byrne's stuff is kind of difficult as it's sprinkled throughout his six year run on the title. There's a huge and expensive omnibus of all of it, and there's individual trades. I can't pick out which off the top right now. But it's key in it's interpretation of Doom as a villain, but one with a code and honor.

You can find Waid's best/defining stuff on Doom in the "Unthinkable" trade. He plays up Doom's magical background and transforms him from a "honorable" villain to kind of a sadist obsessed with Reed Richards. Even though it's pretty different than what I listed above, it's still really good stuff.

There's also "Emperor Doom," which I have an affinity for because I read it back when I was 12/13. It shows what would happen if Doom actually succeeded in taking over the world. Not deep or anything, but good fun.

make people write better, more thoughtful stories about him and his villains.

I like doom a LOT (he's prolly my fave marvel villain), but since he's always tied to the FF more often than not, he's kinda hamstrung.

Doom is the smartest human (next to Reed Richards) on Marvel or DC earth.
Doom's armor looks cool
Doom's armor has technology on par with Ironman
Doom aims higher and tries to do things like steal the Infinity Gauntlet, take Silver Surfer's power cosmic, and go to hell to tell Mesphisto to fuck off.

his intellect is so vast he's on par with any of the Brainiacs (all 12th level intellects-the combined intellect of Earth is about a 8th level intellect) and his creations are so advanced they appear to be magical.

We know who's more powerful and has more resources, but Joker has consistently been better written over the life of his character than Doom.

Matter of fact, given all of Doom's resources, you wonder why he fails so freakin' much.

He should be a legit problem for the marvel universe as a whole, and should be THE villain on marvel earth.

Somehow, he ain't.

...and some of the '90s. And even some of the '00s. Marvel writers seem more interested in going the cosmic route now. And using characters that they "own" for their films.

They've gone into this: psychological fixation on Reed Richards. He's obsessed with being better/superior to him, to his own detriment.

Much like the Joker is fixated on Batman.
