Twilight was based on a best selling book series that tweens loved. The books and movies were dumb but people still loved the characters and relationships. (And you just have to see Lautner and RPatz's follow-ups to see how much people actually want to see them when they aren't the Twilight characters.)

As for monetary issues, making a broad based comedy makes more sense than making a film that will only appeal to teens who are so hard up to see cute guys that they'll pay to see a movie they don't really know what is about.

Not much to really hang your hat on besides the plot they have here. The storylines of the show aren't really conducive to a major motion picture. Although they could have broken off a little bit and maybe made it about Secret Service agents planted at a school to watch over The President's kids or something and then have to solve her kidnapping (which they are blamed or framed for.)
But I don't have a problem going the comedy route. In fact, I think most films get more of a pass if they do this (unless there's a rabid fan base, which Jump Street doesn't have.) It's when you go for a serious remake and swing and miss (ala Miami Vice) that the knives come out.
