Seoul — North Korea on Thursday announced publicly for the first time that it has nuclear weapons and rejected moves to restart disarmament talks any time soon, saying it needs the weapons as protection against an increasingly hostile United States.

The communist state's pronouncement dramatically raised the stakes in the two-year-old nuclear confrontation and posed a grave challenge to U.S. President George W. Bush, who started his second term with a vow to end North Korea's nuclear program through six-nation talks.

“We ... have manufactured nukes for self-defense to cope with the Bush administration's ever more undisguised policy to isolate and stifle the ,” the North Korean Foreign Ministry said in a statement carried by the state-run Korean Central News Agency.

The claim could not be independently verified. North Korea expelled the last UN nuclear monitors in late 2002 and has never tested a nuclear bomb, although international officials have long suspected it has one or two nuclear bombs and enough fuel for several more.

U.S. Secretary of State Condoleezza Rice said Washington would consult allies before responding.

“I think we just have to first look at the statement and then we need to talk with our allies,” she told Dutch RTL television while on a trip through Europe.

“The North Koreans have no reason to believe that anyone wants to attack them,” she added. “They have been told they can have multilateral security assurances if they will make the important decision to give up their nuclear weapons program. So there is really no reason for this, but we will examine where we go next.”

Previously, North Korea had reportedly told U.S. negotiators in private talks that it had nuclear weapons and might test one of them. The North's UN envoy said last year that the country had “weaponized” plutonium from its pool of 8,000 nuclear spent fuel rods. Those rods contained enough plutonium for several bombs.

But Thursday's statement was North Korea's first public acknowledgment that it has nuclear weapons.

North Korea's “nuclear weapons will remain nuclear deterrent for self-defence under any circumstances,” the ministry said. It said that what it considers Washington's attempts to topple the North's regime “compels us to take a measure to bolster its nuclear weapons arsenal in order to protect the ideology, system, freedom and democracy chosen by its people.”

Since 2003, the United States, the two Koreas, China, Japan and Russia have held three rounds of talks in Beijing aimed at persuading the North to abandon nuclear weapons development in return for economic and diplomatic rewards. No significant progress has been made.

A fourth round scheduled for last September was cancelled when North Korea refused to attend, citing what it called a “hostile” U.S. policy.

In recent weeks, hopes had risen that North Korea might return to the six-nation talks, especially after Mr. Bush refrained from any direct criticism of North Korea when he started his second term last month.

On Thursday, North Korea said it decided not to rejoin such talks any time soon after studying Mr. Bush's inaugural and State of the Union speeches and after Ms. Rice labelled North Korea one of the “outposts of tyranny.”

The nuclear crisis erupted in October 2002 when U.S. officials accused North Korea of running a secret uranium-enrichment program in violation of international treaties. Washington and its allies cut off free fuel oil shipments for the impoverished country under a 1994 deal with the United States.

North Korea retaliated by quitting the Nuclear Nonproliferation Treaty in early 2003 and restarting its plutonium-based nuclear weapons program, which had been frozen under the 1994 agreement.

if the united snakes, russia, china, great britian, israel and others can have nukes with nobody bitching then i see absolutely nothing wrong with north korea having nukes. if everyone were truly concerned about world peace then every nation would destroy their nukes.

>38th parallel. But Japan is as much if not moreso to blame,
>and the other stuff he's talking about is just ridiculous.

the 38th parallel just scratches at the surface of america's role in dividing korea. first of all, with japan's collapse, the koreans ON THEIR OWN established their own provisional government (KPR) which had the support of people's committees throughout the peninsula. as soon as the americans came in, they repudiated the KPR and imposed the USAMGIK on the koreans, even having the audacity to give members of the LDP(whom the rest of korea saw as collaborators to the japanese colonial regime) key positions in government. while the u.s. was imposing government on the south, the soviets, while having influence, never imposed a military government of their liking on the north. then, of course, the americans used all types of manipulation to disencourage efforts at unity, even holding elections without north koreans' approval. IF the u.s. recognized the legitimacy of the KPR, koreans would have a government that was left of center, but not communist. and, it was because of the americans' systematic intervention, that north koreans reacted in increasingly radical ways ending up into what it is now.

the koreans were able to recover from japanese colonialism which was more focused on cultural imperialism. the problem of a divided korea is the result of american imperialism.

Yeah, because if America had collapsed then North Korea would have invaded South Korea and they would all starve to death together.

there are plenty of countries with starving people in them (including our own), is military invasion and violent overthrow the proper way to address each case of this? the people "celebrating" this are people who are glad to see that DPRK's nukes are keeping "military options" (a.k.a killing a lot of Koreans) off the table (and, by the way, running your country in a way in which starvation occurs is no justification for bombing said country and killing even MORE of its citizenry, since we have not yet invented bombs that incinerate debris and otherwise avoid injury to civilians or critical infrastructure, to the contrary, we go in blowing up roads, power plants, houses, etc).

Did I say it was?

>the

Military options were never on the table. North Korea has a standing army of over a million soldiers, and they could flatten Seoul with conventional weapons. Nukes or no nukes, we're not invading N.Korea anytime soon. But N.Korea with nukes does make the region more dangerous, which is why the people celebrating this are retarded.

Again, I didn't say that it was.

Nobody is saying that it's "good" for America to have nukes, so your point is moot. You, however, are saying that it's good for N.Korea to have nukes. So that being the case, would it be good for South Korea and Japan to have nukes too?

>the world would be more peaceful if all countries got rid of

And East Asia would be safer if North Korea got rid of its nukes.

>but we know the white man who is the only one
>to actually use nukes will not get rid of its nukes.

Neither will anyone else. And the most racist white people in the world gave up their nukes, so that's not really the issue.

YES! I say let everyone have them or no one. Either way I'd be happy. if everyone had them then no one would be so quick to start invading other nations and if no one had them well that's one less way we have to nullify ourselves. You think the U.S. would have really went into Iraq if they had nukes. they would still be sitting back talking just like they're doing with N.Korea now. I say "Nukes for all!" It'll make the world a better place. One way or the other...

India's more than just "a little" too big, and they're only getting bigger, so we ain't doing jack to them now or anytime in the future.

So basically, non-white people can have nukes. Thanks for clarifying that.

would you have agreed with the U.S. being invaded after the 2000 election debacle in Florida? that wasn't a very "stable" example of democratic government. i hope you're not supporting the idea that the U.S. should have the authority to determine which governments are "stable" or "unstable" and bomb said governments out of existence at will, whether they pose an imminent threat to the U.S. or not.

The US is the only nation to use nukes on a major scale.

Unforunately, when countries have a monopoly on that type of technology, they'll use it because they don't fear comprobable retaliation. I'm exactly ecstatic that enemies of the US are acquiring "WMD's" but I certainly understand their reasoning.

but N. Korea is a cash strapped nation. We're worried that they are acuiring nukes so that they can sell/barter them for good & services that they cannot now get. These organizations may not be "nations" therefore if they hit us, we cannot hit them back. Thus destroying the whole MAD theory.

I can understand why Uncle Sam is worried. However all this would be a mute point if we conducted ourselves a little better on the world stage, but you can't cry over spilt milk.

foks, if you live in the U.S. you are probably well aware that other nations do not like us. knowing this, as a citizen of the U.S. it should scare you that a ruthless dictatorship in North Korea claims to have harnassed the power of the atom. see, hundreds of thousands of people are dieing in that lovely country because it is ruled with an iron fist. it is absolutely bankrupt and the only way it can make money is by selling its nuclear weapons to groups/countries. thus, the proliferation of nuclear weapons has the wonderful possibility of vastly increasing across the globe. weapons that cannot be traced which will most likely one day blow up, spewing your families arms and legs miles away and leaving your skin hard as a rock. that if you are lucky enough to be within the blast radius. the U.S. isnt worried about the democractic countries holding weapons of mass destruction because power changes hands in those countries every few years. however, in a dictatorship, one group could hold power without the consequence of being voted out peacefully.

It's funny how you pick and choose which poor, dying people you care about. What we need here is to implement a capitalistic system, once that occurs--and we have the requisite number of poor and dying within this system--then I can go back to not givin' a fuck. Hey, life's hard right?

>foks, if you live in the U.S. you are probably well aware
>that other nations do not like us.

But you have to look at the reason why they don't like the U.S. government. To many peoples from countries around the world, the U.S. government are the real terrorists. I wouldn't say they dislike the majority of everyday Americans, just the government. It's not MY government, as those in control do not have any policies or programs designed to benefit me and MY people. And if you don't know why N. Koreans and most of the "developing" world doesn't like the U.S. government, then someone needs to school you.

>knowing this, as a citizen of the U.S. it should scare you >that a ruthless dictatorship in North Korea claims to have >harnassed the power of the atom.

First, you gotta define a dictatorship (and also a democracy) man. To me, the U.S. is a form of dictatorship (or oligarchy if you wanna be all politically specific). Any country where the people, US, have had to fight for basic human rights against the government we are SUPPOSED to control, is NOT a democracy. If you don't agree with this statement do some real historical research, not ya highschool or college textbook, and you'll realize that the people of this country have had to fight for every single right we enjoy today. Most of the government's allies that are so-called "democracies" have some of the most corrupt governments and officials and the planet, but they turn a blind eye to it for resources, labor, and other forms of exploitative support.

You have to realize the role that the U.S. government and other Western imperialist powers have played in this. I'm not gonna go into this because the other replies have shown the truth. If you think people are making this stuff up, then do your own research (the comments of of a deceitful media, lying pundits and other propagandists are not applicable).

Does anyone truly believe that any country (except possibly the U.S.) will use its nukes? People have already explained the results, the basic destruction of the entire world. In the case of Korea and other countries that have developed nuclear technology, it's just to get some leverage against forces like the U.S. government. They're just trying to remove America's foot off their neck.

“The North Koreans have no reason to believe that anyone wants to attack them,” she added.

Why would Bush making them part of his "axis of evil" and invading one of the countries on that list, worry them at all?

AS IT IS WRITTEN HENCEFORTH…On the Eighth Day, the
Cosmic Strumpet of MOTHER NATURE was spawned to envelop
this Third Planet in FUNKACIDAL VIBRATIONS. And She birthed

grew; Sun Ra strobed back to Saturn to await his Next Reincarnation, Jimi was forced back into basic atoms; Sly was co-opted into a jester monolith and…only seedling GEORGE remained! As it came to be, he did indeed begat FUNKADELIC to restore Order Within The Universe. And, nourished from the pamgrierian mammaristic melonpaps of Mother Nature, the followers of FUNKADELIA multiplied incessantly

The US adds three new countries - Cuba, Libya and Syria - to its "axis of evil", claiming they aim to develop weapons of mass destruction.

In response to Reply # 0

they called the USSR the USSR, but they refuse to use the appellation "democratic people's republic of korea" or DPRK. where the acronym or name appears in quoted DPRK sources, they change the name to north korea or something else in brackets. very humorous.

57. "RE: How do we know"
In response to Reply # 0

How do we really know that N.korea will actually use their nukes? I really think the only country willing to use them, in one way or another is America. The only reason the US cares that N. Korea has them is that it's willing to share it's tech. with other nations, i.e. Iran, which I think wouldn't be such a bad thing. Best believe the US wouldn't be invading nations if they had the bomb.

Nukes are horrible, but it's NOT fair that only a select few nations, mainly white nations have them, and the developing world isn't allowed to have them. Let's be real, no nation is STUPID enough, no matter how nuts, to use nukes, because that would only set off a domino effect that would probably lead to the death of everyone.

All of ya'll should worry about the US and it's research into less destructive nukes, because that's more dangerous to me than the conventional, doomsday bomb.

I'm against Western powers determining who can or cannot possess nuclear weapons. I mean, why should they dictate soverign nations?

60. "No, most sane people are against the use of nuclear weapons"
In response to Reply # 58

However, it's not just about the use of nuclear weapons but trying to prevent war in general.

Unfortunately, a balance of power while probably not desrious looks like a way to reduce the chances of perpetual wars happening all over the globe.

We still have non-nuclear wars when one country has nukes & another doesn't ( Iraq ). We completely avoided such a conflict with N. Korea.

Hey, if someone is stupid enough to launch a nuke, god help us all.
