Seoul — North Korea on Thursday announced publicly for the first time that it has nuclear weapons and rejected moves to restart disarmament talks any time soon, saying it needs the weapons as protection against an increasingly hostile United States.

The communist state's pronouncement dramatically raised the stakes in the two-year-old nuclear confrontation and posed a grave challenge to U.S. President George W. Bush, who started his second term with a vow to end North Korea's nuclear program through six-nation talks.

“We ... have manufactured nukes for self-defense to cope with the Bush administration's ever more undisguised policy to isolate and stifle the ,” the North Korean Foreign Ministry said in a statement carried by the state-run Korean Central News Agency.

The claim could not be independently verified. North Korea expelled the last UN nuclear monitors in late 2002 and has never tested a nuclear bomb, although international officials have long suspected it has one or two nuclear bombs and enough fuel for several more.

U.S. Secretary of State Condoleezza Rice said Washington would consult allies before responding.

“I think we just have to first look at the statement and then we need to talk with our allies,” she told Dutch RTL television while on a trip through Europe.

“The North Koreans have no reason to believe that anyone wants to attack them,” she added. “They have been told they can have multilateral security assurances if they will make the important decision to give up their nuclear weapons program. So there is really no reason for this, but we will examine where we go next.”

Previously, North Korea had reportedly told U.S. negotiators in private talks that it had nuclear weapons and might test one of them. The North's UN envoy said last year that the country had “weaponized” plutonium from its pool of 8,000 nuclear spent fuel rods. Those rods contained enough plutonium for several bombs.

But Thursday's statement was North Korea's first public acknowledgment that it has nuclear weapons.

North Korea's “nuclear weapons will remain nuclear deterrent for self-defence under any circumstances,” the ministry said. It said that what it considers Washington's attempts to topple the North's regime “compels us to take a measure to bolster its nuclear weapons arsenal in order to protect the ideology, system, freedom and democracy chosen by its people.”

Since 2003, the United States, the two Koreas, China, Japan and Russia have held three rounds of talks in Beijing aimed at persuading the North to abandon nuclear weapons development in return for economic and diplomatic rewards. No significant progress has been made.

A fourth round scheduled for last September was cancelled when North Korea refused to attend, citing what it called a “hostile” U.S. policy.

In recent weeks, hopes had risen that North Korea might return to the six-nation talks, especially after Mr. Bush refrained from any direct criticism of North Korea when he started his second term last month.

On Thursday, North Korea said it decided not to rejoin such talks any time soon after studying Mr. Bush's inaugural and State of the Union speeches and after Ms. Rice labelled North Korea one of the “outposts of tyranny.”

The nuclear crisis erupted in October 2002 when U.S. officials accused North Korea of running a secret uranium-enrichment program in violation of international treaties. Washington and its allies cut off free fuel oil shipments for the impoverished country under a 1994 deal with the United States.

North Korea retaliated by quitting the Nuclear Nonproliferation Treaty in early 2003 and restarting its plutonium-based nuclear weapons program, which had been frozen under the 1994 agreement.

the 38th parallel just scratches at the surface of america's role in dividing korea. first of all, with japan's collapse, the koreans ON THEIR OWN established their own provisional government (KPR) which had the support of people's committees throughout the peninsula. as soon as the americans came in, they repudiated the KPR and imposed the USAMGIK on the koreans, even having the audacity to give members of the LDP(whom the rest of korea saw as collaborators to the japanese colonial regime) key positions in government. while the u.s. was imposing government on the south, the soviets, while having influence, never imposed a military government of their liking on the north. then, of course, the americans used all types of manipulation to disencourage efforts at unity, even holding elections without north koreans' approval. IF the u.s. recognized the legitimacy of the KPR, koreans would have a government that was left of center, but not communist. and, it was because of the americans' systematic intervention, that north koreans reacted in increasingly radical ways ending up into what it is now.

the koreans were able to recover from japanese colonialism which was more focused on cultural imperialism. the problem of a divided korea is the result of american imperialism.

there are plenty of countries with starving people in them (including our own), is military invasion and violent overthrow the proper way to address each case of this? the people "celebrating" this are people who are glad to see that DPRK's nukes are keeping "military options" (a.k.a killing a lot of Koreans) off the table (and, by the way, running your country in a way in which starvation occurs is no justification for bombing said country and killing even MORE of its citizenry, since we have not yet invented bombs that incinerate debris and otherwise avoid injury to civilians or critical infrastructure, to the contrary, we go in blowing up roads, power plants, houses, etc).

Military options were never on the table. North Korea has a standing army of over a million soldiers, and they could flatten Seoul with conventional weapons. Nukes or no nukes, we're not invading N.Korea anytime soon. But N.Korea with nukes does make the region more dangerous, which is why the people celebrating this are retarded.

Does anyone truly believe that any country (except possibly the U.S.) will use its nukes? People have already explained the results, the basic destruction of the entire world. In the case of Korea and other countries that have developed nuclear technology, it's just to get some leverage against forces like the U.S. government. they called the USSR the USSR, but they refuse to use the appellation "democratic people's republic of korea" or DPRK. where the acronym or name appears in quoted DPRK sources, they change the name to north korea or something else in brackets. very humorous.

How do we really know that N.korea will actually use their nukes? I really think the only country willing to use them, in one way or another is America. The only reason the US cares that N. Korea has them is that it's willing to share it's tech. with other nations, i.e. Iran, which I think wouldn't be such a bad thing. Best believe the US wouldn't be invading nations if they had the bomb.

Nukes are horrible, but it's NOT fair that only a select few nations, mainly white nations have them, and the developing world isn't allowed to have them. Let's be real, no nation is STUPID enough, no matter how nuts, to use nukes, because that would only set off a domino effect that would probably lead to the death of everyone.

All of ya'll should worry about the US and it's research into less destructive nukes, because that's more dangerous to me than the conventional, doomsday bomb.

However, it's not just about the use of nuclear weapons but trying to prevent war in general.

Unfortunately, a balance of power while probably not desrious looks like a way to reduce the chances of perpetual wars happening all over the globe.

We still have non-nuclear wars when one country has nukes & another doesn't ( Iraq ). We completely avoided such a conflict with N. Korea.

Hey, if someone is stupid enough to launch a nuke, god help us all.
