Declaring "enough is enough," Lance Armstrong says he will not fight charges brought by the U.S. Anti-Doping Agency, a surprising decision that sets the stage for the cyclist to be stripped of the Tour de France titles that turned him into an American hero.

Armstrong, 40, said his decision did not mean he would accept USADA's sanctions. His lawyers threatened a lawsuit if USADA proceeded with punishing Armstrong, arguing that the agency must first resolve myriad disagreements with the International Cycling Union over whether a case against Armstrong should be pursued against based on the evidence.

In walking away, Armstrong cited a familiar defense, noting he had never tested positive for performance-enhancing drugs and saying his decision is not an admission of guilt, but a choice to devote his time to his family and his Livestrong foundation for cancer survivors. Armstrong overcame advanced cancer just a few years before his string of Tour de France victories.

"I know who won those seven Tours," Armstrong said in a statement. "The toughest event in the world where the strongest man wins. Nobody can ever change that. Especially (USADA CEO) Travis Tygart."
Armstrong said he will "commit myself to the work I began before ever winning a single Tour de France title: serving people and families affected by cancer, especially those in underserved communities."

Armstrong's choice still may forever taint his legacy in sports. USADA, which says it has "overwhelming evidence" that Armstrong doped based on lab results and eyewitness accounts, is expected to ban Armstrong from competition for life and strip him of his cycling titles. The agency's statute of limitations is eight years, though in its letter to Armstrong it said it can disqualify competitors from earlier events if they are found to have made false statements at the time.

On Monday, a federal judge dismissed Armstrong's case against USADA and said the agency can rightfully claim jurisdiction over the cyclist's case. Judge Sam Sparks also rejected Armstrong's claim that the arbitration process was biased, ruling that the cyclist must seek victory there before asking a court to intervene, as Armstrong agreed to do in applying for cycling licenses. Sparks did raise several issues of fairness in USADA's "vague" charging letter, but said those issues could be argued as part of the arbitration.

Armstrong declined, saying, "I refuse to participate in a process that is so one-sided and unfair" and said USADA has "zero physical evidence" to support its "outlandish and heinous claims."

Instead, Armstrong attorney Tim Herman fired a letter off to USADA Thursday that suggested Armstrong would sue if USADA moves to sanction him. "You are on notice that if USADA makes any public statement claiming, without jurisdiction, to sanction Mr. Armstrong, or to falsely characterize Mr. Armstrong's reasons for not requesting an arbitration as anything other than a recognition of UCI jurisdiction and authority, USADA and anyone involved in the making of the statement will be liable," Herman wrote.
Herman told USADA it could submit its case against Armstrong to UCI or the international Court of Arbitration for Sport, based in Switzerland.
By declining to go to arbitration, Armstrong and his legal team sent the message that he no longer wants to participate in a fight he doesn't consider fair. After years of rumors and accusations of cheating, many people already had made up their mind about him - a point that wasn't lost on Armstrong.
His charity has enjoyed strong support despite the doping allegations, though Armstrong's popularity has slipped, according to Q Scores, which measures the likeability of celebrities.

Sanctions against Armstrong could mark the end of a long sporting saga that once captivated the world. A native of Austin, Texas, Armstrong successful fight against cancer and remarkable career inspired millions of other survivors and gave rise to Livestrong and its iconic yellow bracelets.
Armstrong previously was subject of a federal investigation into whether he committed fraud while on the USPS team, not whether he doped. That investigation was stopped earlier this year with no charges filed. USADA then brought its own non-criminal case against Armstrong, citing its authority to protect the integrity of sports as authorized by Congress.

Armstrong described it as "Tygart's unconstitutional witch hunt."
USADA has consistently said its mission is to keep sports clean and that Armstrong was being handled like any other accused athlete. The agency said Armstrong should be held to the same rules as everybody else and should not have "a new set of rules that apply only to him."

In its letter of charges dated June 12, USADA accused Armstrong of being part of a sophisticated doping conspiracy involving five other members from his U.S. Postal Service cycling team, including doctors, a trainer and coach.
Two declined to fight, leading to swift lifetime bans from USADA. The other three decided to fight the charges in arbitration.

Even playing field. Cyclists have been doping since the late 1800s.

Plus they still have no physical proof, and he will be able to stand on that, so there will always be a mass of doubt. People will not know who to believe, which essential sprouts no victors or losers.

7 Tour De Frances with/without PED is still a miraculous feat, especially in cycling.

In 1886 an English cyclist is popularly reputed to have died after drinking a blend of cocaine, caffeine and strychnine, supposedly in the BordeauxParis race. This was included in the 1997 International Olympic Committee study on the Historical Evolution of Doping Phenomenon, and listed as the presumed first death due to doping during a competition. The report did allow that in this period it was common practice, and not illegal. This is alternatively reported as trimethyl poisoning. However, the main BordeauxParis race did not start until 1891, and the cyclist who supposedly died in 1886, Arthur Linton, actually finished second in 1896 and died a few weeks later, reportedly from a combination of drug induced exhaustion and typhoid fever. Linton was managed by the notorious Choppy Warburton - See 1896 below. The story may be apocryphal.

Cyclists have been doping for a Century and then some....Cycling used to be the greatest sport in the world before soccer and baseball come along( babe ruth and them), and they used to make major money off of 6 day event racing, where riders raced for 6 days straight NON STOP. .....Drugs were needed to do that.

This was before the Tour de France, and all the fancy race shit you see now. Back then, drugs were allowed, because doping wasn't banned until 1965

really it never made sense to anyone not holding out for a hero (pardon the Footloose tie-in) that a guy who previously hadn't won could return from cancer then win an event seven times in a row against a field who pretty much all had been found guilty of doping somewhere in/around that time of doping.

it just wasn't possible but it grew more & more painfully obvious as things dragged on.

I am the king of waiting. I waited three decades for dudes to see Isiah was real and Jordan and Magic were fake type dudes. Waiting on Lance to get fried was nothing.

And honestly, this downfall has been anti- climactic. It's been obvious for years that he was getting caught. I believed in the tests more than his word, which all said he was clean, and to a person, those that came out against him were either broke cheaters themselves or had huge agendas against him because, among other things, Lance is an ego-wielding asshole.

In the end, he was dirty and so is almost the entirety of long-distance cycling. I don't know why I even cared that much other than what he has done for cancer, which has little do with the sport itself. I can't fathom spending $15k on a bicycle and have nothing in common with the people involved with that sport.

Lemond's frame business was distributed and sourced by Trek. Lemond didn't have pip to say about Lance until it became clear in 2001 that he was going to tie his record. At the time, he claimed to be a Lance supporter up to 99 but supposedly formed his opinion of Lance that year when he found out he was working with Ferrari. Strangely, Lemond didn't say shit until the eve of the 2001 race. He opened his mouth and stuck his foot in it, which came back to hurt him in the pocket when Trek demanded an apology. Since then, he's been in a slowly spiraling financial collapse, all while Lance was making money, hand over fist.

It's not just me; a lot of people look at Lemond as a respectable guy but is there to give a quote if it means a possible financial bump. I still believe his criticism of Lance to be coincidental and not actually informed.

-Armstrong's reputation is only half destroyed since no evidence has actually been presented or confirmed and likely never will be without a massive lawsuit USADA can't handle.
-Travis Tygart and USADA get to crow that they "won", but they also got a scathing bit of backhanded motive questioning by Judge Sparks earlier this week, which Tygart has not addressed.
-The ICU has yet to make a statement, but have in the past stood on the side of Lance. They are the only body that can strip Lance of his titles and will likely require evidence to be presented from USADA, andht UNESCO code was not retroactive, so pre 2005 titles don't fall under USADA's claimed scope. And even if then, as pointed out above, the ICU would have to go to embarrassing lengths to find a cyclist to award those titles to, given the prevalence of doping in the sport because:
-As I've said, its an incredibly dirty sport and has been for years. The tour started out as an endurance test that basically rewarded people just for finishing the thing, and that was when it was nowhere near as difficult as it is now. Entire teams finishing is the result of money, technology and drugs/enhancements of all sorts. To fix the sport, you would have to pull all the money out of it and see just who is dedicated to do it cleanly and the right way. I don't think you would find times anywhere near what they are today and latter-stage hill stages would be comical.

Basa "won", though like Tygart, I still don't get what he has to gain by going after Lance. Did he shit on his lawn?

With all the money in the sport, how did he have access to something to defeat the tests that so many others didn't?

The tour was harder in the mid 20th century, because in those days the tour was ridden without derailers and gears. Cyclists road road bikes with a single gear ( fixed) and flip flop hobs: Large cog on one side of the hub for flat land riding, small cog on the other side of the hub for
steep hills.

The things is, in this day and age, riders can shift a shifter on their handles bars to increase or decrease to a particular gear. Back then, they had to stop the bike, release the wheel, flip it over, and then re-attach the wheel to the dropouts in order to decrease or increase to particular gear

Plus the bikes where made out of mostly steel, so they were heavy as shit. Carbon Fiber frames had yet to come in existence, and alloys/amalgamated frames hadn't really been mastered.

With technology, and the level of intelligence that man is working with, Cycling is not a hard thing to do compared to what cycling was in the past.

and then charges were picked up by the USADA, with a different headline

but I'm sure the initial USPS fraud charges had something to do with doping allegations

*disclaimer* I never cared about cycling and or Lance Armstrong, so alot of this is based on assumptions and this particular article

It also feels like this has been going on forever

the questions that remain

cyclists before and after LA have tested positive for PEDs

so we are to believe that he and his team devised a training regiment that has not been duplicated before or since

conspiracies usually crumble once they are exposed

yet we have no smoking gun

what is gained by this?

I would imagine after the first couple of titles, LA was probably targeted for extra testing

is the USADA saying they knew along that he was doping, but only want to present the evidence now

aren't they admitting that their testing was faulty if all of his tests were clean and he was allowed to race

are they now testing specimens retroactively, with new procedures to uncover previously undetectable substances

isn't the USADA somewhat of a contracted entity for the UCI, shouldn't they be presenting the evidence to the UCI for ruling

like I said, it feels like this has been going on forever

Ironic

an endurance athlete has grown tired of our legal system

On one hand I want LA to FRY for this shit. If this was a nigga from Atlanta this story garners more hate.

On another hand, he has naturally high B02 levels. How was he able to make it through all those tests without getting caught? They're tested 18 months out from the event. This is a random test too.

On another hand he's an American hero. This makes me sick to my stomach. This first came up in a book years ago where it was three people In a room who knew. All of those people remained silent during that time.
