British police admit shooting wrong man in hunt By Matthew Jones and Jeremy Lovell
2 hours, 24 minutes ago

Police admitted on Saturday they had shot dead the wrong man as they hunted for four men wanted for failed bomb attacks on London's transport system. Plainclothes police chased the man into an underground train station on Friday after he ignored warnings to stop. As the man boarded a train, police shot him five times at point-blank range fearing he was about to set off a bomb.

"We are now satisfied that he was not connected with the incidents of Thursday 21st July 2005," police said on Saturday. "For somebody to lose their life in such circumstances is a tragedy and one that the Metropolitan Police Service regrets."

Thursday's attacks killed no one, but spread alarm and fear, coming just two weeks after suicide bombers killed 52 people in similar bombings on London's transport network.

The killing had already been condemned by Muslim groups, who expressed shock at the news of the victim's innocence.

"To give license to people to shoot to kill just like that, on the basis of suspicion, is very frightening," Azzam Tamimi of the Muslim Association of Britain told BBC television.

"It is human lives that are being targeted here, whether by terrorists or in this case unfortunately by people who are supposed to be chasing or catching the terrorists."

Former London police commander John O'Connor told the BBC: "It is a shocking incident, and I think the consequences may be graver if he turns out to be a young Muslim."

SHOOT TO KILL?

The killing in front of shocked passengers on a packed underground train triggered speculation that traditionally unarmed British police had adopted a shoot-to-kill policy. Police were questioning two men were held after raids late on Friday in the Stockwell area of south London close to the site of one of Thursday's failed bombs on three underground trains and a bus -- the same targets as the July 7 bombs.

Police released closed circuit television pictures of the four suspects and appealed for the public to help find them, but warned that they were dangerous and not to be approached.

Less than 24-hours after the pictures were released police said they had received nearly 500 calls from the public.

The killing of the man took Britain's fight against terrorism to a new level of force in a country where only specialist officers carry weapons and killings by police are very rare.

DEFEND THE PUBLIC

Mayor Ken Livingstone said the duty of the police was to protect the public against people considered to be terrorist suspects, and police said they had followed the man they shot from a house under surveillance and who had run when challenged.

The Independent Police Complaints Commission said it was investigating the killing, as it did all fatal police shootings.

Analysts said police were operating under secret new guidelines, codenamed Operation Kratos, allowing them to aim for the head if they believe there was a threat to the public.

"Simple nervous system shut-down, that is the objective," said anti-terrorism expert Robert Ayers of the Royal Institute of International Affairs think-tank told Reuters.

The July 7 attacks killed 52 people and injured 700 in the worst peacetime attacks in the city's history. But on Thursday the devices failed to go off properly and no one was killed.

Because of that, police have more clues, including the unexploded bombs, eye witness reports and CCTV footage.

But security experts and the former head of London's police warned that the attacks could continue. London Mayor Livingstone warned that other so-called soft targets could also be at risk.

"People may be worried now about going on the tube, but it is quite likely the next attack will be in a pub or club or simply on a crowded street," he told Sky News television as Italian soccer club Inter Milan canceled a planned tour.

CALL FOR CALM

Details of the manhunt dominated British TV bulletins, while newspapers splashed the suspects' pictures beneath the words "The Four Most Wanted," "The Fugitives" and "Human Bombs."

Witnesses told of plain-clothes police pursuing a suspect on to a subway train carriage. He slipped as he ran and then was repeatedly shot at point-blank range as he lay on the floor.

London's police chief Ian Blair said on Friday his force faced "the greatest operational challenge" in its history.

Police refused to say if the men in custody were among the four suspects pictured in the photographs.

But the best-selling Sun tabloid said the first man arrested on Friday was suspected of trying to blow up the bus in Thursday's attempted bombings. Police declined to comment.

The Abu Hafs al Masri Brigade, an al Qaeda-linked group, has claimed responsibility for Thursday's bombings and those of July 7 and has threatened to target Italy, Denmark and the Netherlands, which also have troops in Iraq.

However, the group's claims of responsibility for previous attacks in Europe have been discredited by security experts.

Prime Minister Tony Blair appealed for calm but rejected suggestions that Britain's invasion of Iraq alongside U.S. troops in 2003 was in any way linked to the attacks.

See when folks treat their citizens like adults, instead of MRDD cases, the government HAS to be honest about shyte why lie but then again this is the US we been lying to ourselves for centuries.


in the US people let dumbshyte fly by, I say we need more of that "honesty" in the states, and yes I am a police officer and I advised MFs not to run from the police all the time.

I also tell folks that cops make mistakes, some end horribly like this and some don't, it's not rocket science.

Every agency in the MF world is profiling right now(i blame a lot on crazy MFs blowing themselves up and on some media outlets encouraging fear of brown skinned folks).

on the part of the PD. And if it seems like there could be any allegations of wrongdoing on the parts of the officers, they usually tap dance around it pretty well "an investigation is being conducted..." Later, after everybody's kinda forgotten about it, they release findings.

Here, they execute a guy and just kinda go "oops" very publicly. It doesnt fit the pattern, and it makes me think that there's some pre-meditated reason for it.

there is always context. there are always multiple players. this isn't big bad police force murders perfectly blameless man. this is human police force given the responsibility of protecting a city that is without question under a serious threat, and trying to do just that when they end the life of a human man who is trying to live his own life and has his own motivations for why exactly he did the stupid shit he did that day, and we'll never know what those are. there's not enough recognition of grey here. what would we say if they had indeed uncovered a bomb strapped to the corpse? what would we say if they didn't shoot or hadn't stopped to question a man wearing a bulky coat in july and there was a bomb detonated, killing twenty more people? if we agree that this was too much, can we talk about better ways to subdue a possible suicide bomber, instead of deadly force? would it be easier to understand both sides if this had happened in our neighborhood, on our way to work?

eh. this is probably the first time in five years that i've been on the same side of an issue as suavebro, but even with well-earned distrust of police, the reaction here is much too one-sided.

like i said.. i can't ever really relate to this, but i can try to put myself in his shoes. we all have fight or flight response, and it's hard to knock it 100%, especially if/because the cops were plainclothes. but again- dude distinguished himself from any and all other people of color that were in the tube for reasons other than his speed, before that speed was a factor. it's all crazy fucked up and should be investigated thoroughly. i just can't lay the blame squarely on either side. that's all i've been trying to say.

My Dad's side is from the UK and my relatives all say that it's a mixed bag, some things are better over there and other things are better over here.

You can't necessarily make a Black & White Judgment call with respect to them being truly progressive or not.

It's particularly hard to even make an assertion one way or another from our perspectives, as Americans will latch onto one thing and call the region progressive and than latch onto something else and say the opposite.

Considering the actions of the NYPD in NYC - actions of the police aren't necessarily indicative of an area being socially progressive.

At the end of the day though, liberals and conservatives are both rather ignorant of how things are in Europe and just look to highlight things to support their own political Agendas.

E.g. I think Europe is more progressive than the US in some ways, BUT I'm not surprised by the actions of the police. As I know the history of Irish Terrorism over there, as well as the fact that their anti-terrorism forces train ours and Israel's and in general - they don't play.

After all - they have MI-5 acting as a FBI+CIA to deal with Domestic Threats like terror, who can call in the British SAS (Which our Delta Force is patterned after) to deal with domestic issues.

In other words, if you have knowledge of the region - this shouldn't be surprising or indicative of social progressiveness or not.

But going back to NYC - Cops can shoot people for no reason or by accident in a place that is more socially progressive than the US as a whole.

I, for one, DONT DO SHIT!!! illegal or legal, im a BORE, i work and do this...a police officer would probably fall asleep trailing or watching me for longer than 3 minutes. im also a young black man who has lived in this city (the same one where the bus on GET ON THE BUS was pulled over) for 20+ years and have never had a problem with the police.

That might seem like a solution, but ultimately it's not addressing the problem, just creating new ones. All while under the guise of protecting civilians.

The point is that if you are SERIOUS about protecting the safety of your people, you go to *effective* measures -which aren't going to get results overnight.

What's laughable is that all these extreme security measures only take care of the problem short term. Very short term, till shit happens again, and security keeps tightening up.

And of course, people are all about quick results.

Then again, riding the tube with a thick ass coat in the middle of the summer in these circumstances is pretty damn fucking stupid if you ask me.

I was at work on Friday when the story broke and as the day wore on the extremely unusual circumstances surrounding the whole incident were revealed.

My colleagues and I considered a possibility of them getting the wrong man BUT even still we ALL wanted to believe the Police had got it right and that they new exactly what they were doing.

My point is during these times we feel the need to believe the authorities are competent enough to deal with the situation at hand and also extend them the benefit of the doubt.

Reporting the story as the media have makes it seem as if the deceased, although not linked to the bombings may have been guilty in one way or another resulting in him being shot by the polices.

Reporting the story as they should have (i.e. a straight forward wrongful killing) makes the police seem incompetent which does not instill confidence in the general population.

Furthermore, admitting we wrongfully killed an innocent person, psychologically, lessens the legitimacy of the feeling we are innocent bystanders who have been unjustly targeted by terrorists.

Don't get me wrong, the wrongful killing by police attempting to do their job (although incompetently) does not compare to a group of fanatics committing murder on a mass scale for NO APPARENT REASON (none of the suicide bombers communicated their reasoning; at this stage we can only assume) but the effect/result is still the same.

this is what gets me. they chased him all the way onto the tube. i would have thought that if the police believed he was carrying a bomb, they would have taken him out before he got onto the tube. instead they shot him 5 times in head point blank. surely at this stage, with them having him on the floor, 4 police officers on top of him, they could have arrested him rather than shooting him. and i am having some difficulty believing that the police would wait until they were on top of a person they believed to be carrying a bomb, rather than shooting him earlier.

It's either shot him in the head and put him down or leave the possibility of him killing dozens more, which given the above was a distinct risk. Consider he was a terrorist, and he had set the bomb off. What would be the reaction then?

sure... just like a white electrician from the Czech Republic living in the wrong place in GB could be an IRA bomber. how many innocent investigated suspects were killed during the height of IRA bombings?

i would assume that the police have better investigation skills than that. but apparently not when it comes to brown people.

if the police had no better leads than he was a brazilian electrician living in a house under surveillance and was possibly in possession of wires (shocking), it is excessive behavior to have even followed the man around. much less wait until he jumps a turnstile - already a crime. even the bbc changed their timeline to say that he was approached after jumping the barrier.

i wonder what percentage of suicide bombers don't pay for their tickets. the cheapos? trying to save money for the afterlife?

the policy of taking down suspected suicide bombers is not the issue for me. it's the shoddy investigation that gets brown people on the suspected list way too easily and into situations that shouldn't even occur.

i mean, they could have been shooting any random white person jogging in london on some "i thought he was in the IRA" back in the day, but nothing like that shit even happened (I'm sure plenty of folks got shot by British troops in Northern Ireland, but they weren't going shooting random white people, no questions asked, in fucking London).

the above quote from the bbc article is referring to a raid at a house where a different person was arrested.

regarding the brazilian guy, the only thing that has been said so far is that he was "challenged" by police and ran off. it doesn't say whether they identified themselves as police or what was said. i guess that will come out in the inquiry.

What exactly are we led to believe?? We are being told that they killed an innocent man. They admitted to killing an innocent man. And they did kill an innocent man.

Initially it was reported by the police the deceased had been followed from a flat (that had been under-surveilance) a few minutes from the station AND that the deceased was definitely linked to failed bombings the day before.

Then the story changed to him being followed in a 3 mile bus ride from a flat in Tulse hill AND that he had no links to the bombings whatsoever.

These two conflicting accounts tell me there is more to this story than has been disclosed to the public.

oops! Sorry we wrongfully killed your husband/father/brother/son,etc but under the current circumstances are action were totally necessary.

I doubt that would be suitable response to anyone related to the deceased not that any kind response would be.

But at the bare minimum a full disclosure of how they got it so wrong is required not only to the family but to the public at large.

This was more than just a passing suspicion. He was being MONITORED, he ran, and he had wires coming out of his belt.

He was meant to get on the northern line (tube), which was partly closed. So he got on a bus. Not weird at all in fact.

Living in thgis country how many times have you heard white folks sya we all look the smae???? Too many times..

I remember watching some documetary on the Metropolitan police once, diversity training, all of those pigs participating said they couldn't tell the difference between black folks, that we all look the same. They couldn't state the obvious betwenn a light-skinned cat and a dark-skinned one... Some of these coppers had 10 years plus experience. It's common understanding/knowledge in the hood, that a IC3 male on a police call-out, means every black male in the vincinty is getting stopped.

Do you know how many times I've been stopped on a "there has been a robbery in the area, with the perp matching your description2, "yaeh, what description is that Officer" , "Some black youths"...

theres bound to be mistakes made under high pressure, but this idea of him having a bomb belt seems a tad suspect, if a terrorist had a bomb belt, i doubt it would be in full view for all to see, if the passengers on the train are the ones that are saying he was wearing one, how do they know what one looks like? as for them shouting out to him that theyre police, well no, he probably shouldnt have kept running, but i understand why he did, most people in that situation would do the same. he was probably shitting himself. plus, hes from sao paulo, ive heard gun crime is pretty rife there, maybe he just used his instincts and thought to protect himself by running. maybe he didnt know english that well, i dont know... either way, it does seem like the police didnt really know what to do in an incident like this, and they were just giving into fear and irrationality. shooting someone 5 times is ridiculous, they could have shot him in the hand at that close range, or in his leg. maybe they didnt even have to shoot him - its hard to say though, split second judgements are tricky things to determine. the fact they got it wrong this time though makes me wonder if theyve got it wrong with the images of the 4 guys issued to the press. and if they were waiting outside this brazilian guys house, who did they think he was exactly? youd think they would have done more fact checking. i just hope this 'license to kill' attitude isnt going to run riot.

This is specifically about South-Asian and Arabic-looking men in this instance. This particular time, its not about cracking down on black youths. lets say he WAS a bomber, if that was the case, they do deserve credit for actually following him and trying to help other londonders from being killed (its not shoot to kill per se, its more like shoot to kill potentially dangerous people, im just not sure about their judgment process), but this makes me worry what other ill-informed, poorly investigated measures they might take in the name of protection

and its a loooooong way from becoming that. things arent THAT bad yet. its approx 1 in every 10 police officers that carry guns, if that compared to new york where all officers have guns, and most people on the street do, as well.

off topic, one thing about the recent attacks on london that i find weird is that people are comparing it to 9-11 in NYC or the madrid bombing, whats happened to london isnt right, and its tragic and unfortunate and all the rest of it, but its nothing compared to what happened to the twin towers or even madrid. we had 50 people die, which of course is fucked up, but its relatively few compared to what other countries/cities have endured. its almost as if some londoners WANT to believe its as bad, so they can say 'join the club' so to speak. i know that sounds cynical and of course this is not a competition, etc etc (maybe its just my way of dealing with things lol), but sorry, we should be lucky we didnt endure a higher loss of lives and more destruction around town.

its as cut and dry in either direction. Given the climate and recent events, i can understand the mindset of the cops. Especially, if he kept running after being warned. Unfortunately for them all he was innocent.

But I won't pretend like I can't understand where their heads are at given the bombings from a couple of weeks ago.

I just think the "he shouldn't have run" argument is over simplistic when someone is faced with three plain clothes guys with guns. Not everyone has the requesite common-sense or presence of mind it takes to handle these situations appropriately.

You've been trailing a suspected bomber for 3 days, and you let him go into a crowded area instead of aprehending him? Ok, this is suspicous enough, but let's pretened these are the most incompetent policemen in the world. But much moreimportantly, after thye yelled out to the dude, why the hell you believe that just becasue he ran that he would be a bomber? I mean, if you're going to suicide bomb, you could just set it off right there. But this is how I KNOW that they knew he was inncocent. IF you truly believe that someone has strapped a bomb to themsleves, are YOU GONNA RUN RIGHT UP TO THEM before shooting? Hell no, at that point you're dead anyways if he truly is a bomber, there's no point in not trying to arrest him. And what if he had a deadman's switch? All the police would have accomplished is killing themseleves and the people around them. I have no other choice to believe that they killed that man for another reason, possibly propaganda related. The truth is, its impossible to stop somebody from casuing an explosion if they are willing to give their life to do so, but executing random citzens of your populace is just bad situation much worse.

Say this is all for show, and it is propaganda. What exactly have they acheived? What is the underlying message? All i'm seeing is the MET looking like idiots and an innocent man dying, therefore more hate to be translated into more bombers.
