Again, Flo was the individual chosen to rep DC. The Lyricist Lounge cats had been escorted around by Illcon Production reps regarding bringing Lyricist Lounge to DC as far back as late 97, if my memory serves. They even hit a spot I helped promote. These cats had plenty of time to find people (a) born and raised in DC or (b) established in the scene, regardless of origin. Am I assuming that Flo Brown is not established in the DC scene?
