agreed. i feel like the procedural item generation may not mesh well with the procedural nemesis generation. it's same criticism i have of nioh: how do devs design meaningful and interesting enemy encounters when they have no idea which of the thousands of possible states the player will be in? i thought devs were getting away from algorithms defining gameplay and back to hand-crafted design after the no man's sky debacle and minecraft/loot fatigue
hopefully they can do something interesting with the expansion of the nemesis system. i'm still mildly disappointed that variations on the nemesis system haven't made their way into more games
