Think World of Warcarft. It's an mmorpg which has you hitting bosses with different spells several times throughout long and drawn out fights. The players demanded to see what kind of damage each and every basic hit and spell were doing. The result is several add-ons being created that displays numbers on the screen so players can know exactly how much damage or healing they're doing at exact times. I believe they may have added this option into the core game to please the players who like these numbers.
The Division is an open world RPG style shooter, and while it may seem crazy that shooting someone in the head with a sniper riffle would't kill them, we have to remember that no boss, or no enemy that requires group effort should ever be taken out with one shot. We also need to know with the numbers exactly how much damage is being done to each part we hit. Do we get higher damage on limbs, body, or head shots? It's the satisfaction of going "holy shit this M4 does X amount of damage when I shoot at Y". Add a modification, or item to buff you for a duration, number goes up. The result is everyone maximizing their potential and minimizing the amount of time it takes. Boss goes down, better loot drops, wash, rinse, repeat.
You can play the numbers game in the menu as far as looking at how much DPS a weapon can do, but with so many variables like missing shots (thus causing less dps then seen in the menu), and different body parts being hit (causing more than what menu may tell you).
Edit: I may have explained more than what you're even asking lol. Simple, its the RPG element of it, which means its very hard to do a game like this and not have those numbers. It may throw some off, but the kinda people these games appeal to love the numbers game. I was a big time mmo player, so I'd lose my mind if I didn't see numbers to let me know exactly how much I'm doing so I can either be up to par or improve. If its an option, the most serious players mostly always turn it on, if its not, best believe their are user created addons that'll do this.
