I don't agree with the premise but the premise is, you can find a new Chubb out there in the fourth or fifth round of the draft, or in free agency, or even UDFAs
Meanwhile finding a potential number one receiver is hard. Also the receiver is seen as inextricably tied to the QBs success and the QB is the be-all, end-all to these GMs. If you don't get receivers to support your massive investment at QB, then you are doing it wrong.
No one really thinks a high end running back is needed to support a QB.
Personally, I don't think coaches even make much effort to design or create good running plays, or innovate in the run game at all. And if they do, it involves the QB or a receiver/hybrid player running the ball.
