Remember guys like Tatupu and Clay Matthews started out as walk ons (even though they had a higher pedigree since one played D-2 and one was an NFL legacy), and USC is pretty good for financial aid especially for priority walk on types... there's no way any promising walk on is paying the full 40K. I think it's more of a case of big time (Top 50 types) vs. smaller schools... I'm pretty sure the walk on types that USC is running out there could have at least played at a D-2 or bottom type D-1 school.
