He was the one that sent them there with the timepad gadget, and he was the one who was more unbothered the entire episode. Looking like he didn’t have a plan, getting drunk and then thrown off the train, not being pressed as they went towards the ship, etc. It seems like it was all a setup for him to get information from her (which he did - finding out that all the agents were variants) by placing her in a situation where they had to work together.
