you got numbers you are forcing people to hit. So you find ways inflate those numbers. Its usually some hourly person that figures it out then gets promoted and keeps the practice going. Then helps friends out who cant hit their numbers. Then everyone knows about it. I doubt hire ups were involved with it. But they probably knew and didnt do anything because they were getting kudos and bonuses for higher than normal numbers.
