well there is the idea that when a woman is naked you don't "see" actually genitalia between their legs, and for men you do.

the second reason is that women do not really want to see a "flaccid" penis, it don't do nothing for them really. If films have trouble showing a flaccid penis, they for damn sure won't show an erect one, which women would prefer to see.
