The Terminators probably act on the information they have.
In T1: They probably learned that John Connor was born in 1984 and his mother's name was Sarah. So they probably went to 1984 thinking that's the best place to find him. After that incident, she probably decided to lay low, off the radar.
In T2: With Sarah Connor being all crazy and committing crimes everywhere, her name probably "popped" back up in the information the Terminators had about John Connor. "Hey Sarah Connor's name appears in these police reports from 1994! John must not be too far behind! Let's get him!"
What I'm trying to say is, whenever information about them shows up, they probably act on that information they have. They were probably quite between 1984 and 1991. Just a theory.
