If getting a promotion requires more oversight on your part over other people it isn't always worth it.
I don't particularly always want managerial positions because of the added pressure of making sure the people or the division you manage performs up to expectations. Sometimes those expectations can be very unrealistic too.
If you can get your bread and stay low key what's the harm in that unless you are worried about your long term viability and think that getting a higher title will aid that. But a promotion can be one step out of the door too in a lot of cases.
